Comparison of “apples to oranges” using disparate metrics and reviewers leads to uneven assessments, “gaming”, and lost opportunities for optimization. It is therefore critical to use a common platform to assess a portfolio’s full range of environmental liabilities. We developed PRMA to provide a uniform dashboard to support long-term risk reduction. Using PRMA to provide a consistent assessment, decision makers can accurately identify critical uncertainties affecting their portfolio, select strategic and tactical alternatives for limiting impacts of uncertainties, establish a feedback mechanism to measure success, and adjust liability management approaches. PRMA provides a transparent rationale for leveraging limited resources.
Many of our clients are faced with the challenge of bringing together multiple parties with diverse priorities to solve problems. Decision Consequence Analysis (DCA) is a structured process we employ to improve the quality of decision-making when faced with issues of great uncertainty and cost. Through DCA, problems can be correctly framed, objectives defined, alternate approaches vetted, and performance metrics agreed upon to monitor effectiveness. The DCA’s most powerful component is its definition of important sources of uncertainty, as well as the source and nature of those uncertainties. We represent uncertainty in a systematic and useful way that enables a better understanding by all stakeholders. By removing decision-making from a vacuum, we have pioneered the combination of facilitation and mediation techniques with DCA principles to secure lasting stakeholder buy-in.

While understanding the true value of an asset is a challenge, understanding the impact of future actions on that value is even more complex. Our Sustainable Asset Accounting System (SAAS) decision tool demonstrates the business case for sustainably managing assets with full consideration of economic, environmental, and social factors. It is the most effective communication tool a client will have in their arsenal. Whether produced on a GIS or CTech platform, a visualized, dynamic CSM tells the story of what you are doing and why. It is a simple and clear picture that communicates the rationale and benefit of expending resources to any audience.
Approaches can always be improved. They can be changed to reduce their cost in terms of time, acres impacted, dollars, or greenhouse gas output. Asking the question, “Is this adding value?”, is all that is needed to get the process started. Remedial Process Optimization of multi-decade remedial approaches is extremely dependant on the combination of technical and negotiation skills we offer. Decision-Based Partnering (DBP) was born through a blend of our program management experience, decision consequence analysis expertise, and facilitation training. DBP is a framework to foster effective decision making under an accelerated schedule. DBP works to streamline partnering through the use of neutral, technical facilitators and decision tools to focus the group around decision points necessary for forward progress. DBP supports teams as they navigate complicated bodies of data and bring competing priorities into balance. Progress catches on like wildfire and, as a result, this process often gains a momentum of its own.
Data must be accessible to be useful; it must not be locked away on a server. Bringing together data in a usable format and democratizing its availability to all parties is our specialty. We routinely unleash the power of data by simply bringing it alive in a meeting or taking it to the field. We use Geographical Information Systems (GIS) to gather and integrate information from multiple data sources, including aerial images, environmental chemistry, geotechnical data, infrastructure, ecology, and demographics. We develop applications for iPhone and Android to support real-time data collection and analysis. Whether in the form of dusty hard copy, databases, or individual spreadsheets, we know how to mine and fully utilize all the costly data our clients have been collecting over the years.
We are inundated with data every day. It is consistently requested, collected, and stored. Rarely is it truly analyzed to determine its meaning. Our goal is to find meaning; what are the characteristics of the data and what do they tell us? When designing optimal sampling and monitoring plans, mining data, interpreting space-time data, and evaluating site conditions, we utilize geostatistics to incorporate spatial and temporal characteristics of actual data. These tasks are performed through our unmatched expertise in environmental statistics and geostatistics, which range from multivariate to advanced spatial techniques.
Use of these techniques allows for the patterns in the data to be clearly seen and acted upon, helping our clients to let the data drive the decisions.
A $5 million project never costs exactly $5 million. Deterministic cost estimates, based upon single points in time, are only accurate under conditions of absolute certainty. Probabilistic cost estimating is required for the real world where uncertainty abounds. Refusing to account for uncertainty may result in a perfect estimate, but that perfection will be tarnished by reality when unforeseen circumstances arise. We specialize in accounting for uncertainty and making our clients aware of which cost ranges are realistic, the conditions required to achieve them, and the probability that those conditions can occur. Without technical evaluation, cost estimating is based on a static approach that considers only one scenario rather than building in the flexibility needed for innovation and creativity. We provide our clients with robust cost analyses built for the real world.
We have experience with Performance-Based Contract Crafting and Surveillance (PBCs) from literally every angle and understand all intricacies of contract development. We maintain that crafting technical objectives that are clear, relevant, meaningful, and realistic results in successful contracts and true liability reduction for our clients. Cookie cutter approaches to PBC development rarely work. We believe in the marriage of technical and contractual aspects and support both contract crafting and surveillance with the transparent use of the data. GIS utilization, statistical evaluations, probabilistic cost assessments, milestone reviews, technical document reviews, and a deep understanding of all project elements from the planning phase to the “boots-on-the-ground” provide us with an unparalleled eye for optimizing contracts to assure our client’s return on investment.
